Human-Oriented Methods for Adaptive Governance of critical infrastructure rEsilience

Critical infraestructures (CIs) across Europe face converging cyber, physical and climate threats that generate compex, cascading disruptions. Traditional reslience framework remain reactive and technology-driven, often neglecting the decisive role of human factors in anticipation, decision-making and recovery. HOMAGE proposes a paradigm shift toward human-AI co reasoning for adaptive governance and resilence of CIs. HOMAGE is built around human-centred research and continous evaluation and validation of results by practitioners and operators. 

The project will establish and validatea European reference framework that integrates social sciences, cognitive modelling and artificial intelligence to setrengthen decision-making under pressure. HOMAGE will (i) capture and model human congnition and behaviour under stress through the Cognition under Pressure dataset and Cognitive State Prediction Model, (ii) develop a Multi-Dimensional Risk Assessment Model for cascading and compounding thereats, and (iii) combine them in interoperable tools for forecasting, adaptive decision support, privacy-preserving insider-risk monitoring, crisis playback and scenario-based resilence training.

The real-world pilots in the energy, transport and digital sectors will validate the approach under operational conditions. HOMAGE contributes directly to the objectives of the Horizon Europe Cluster 3 INFRA work programme by advancing human-centred trustworthy  and ethically compliant IA solutions for critical infrastructure resilence. It delivers tools, datashets, governance frameworks and policy recommendations that enable faster recovery, improved coordination and stronger public trust in essential European services.
