Design and support for the implementation of the Basque Health System Health Data Management Model and Platform for its Use in Research.

This initiative arises from the first working group of RIS3 Personalized Health in the Digital Health and Big Data area and aims to significantly boost R&D&I in healthcare in Euskadi, aligning with the PCTI 2030 pillars. It represents a strategic project for implementing the RIS3 Personalized Health Priority by designing a governance model and a Health Data Access platform for research, called HDAB (Health Data Access Body), in line with the proposed European Health Data Space regulation. This platform will enable secure and legally compliant access to the large volume of health data managed by the Basque Health System, offering great potential for research, the application of Big Data and Artificial Intelligence, and the development and validation of new products and services to address healthcare challenges. A consortium has been formed with key stakeholders specialized in various areas, including organizational design, AI, data-driven health research, and data valorization. Osakidetza, responsible for clinical record management, and BIOEF, a leading health research organization in Euskadi with experience in health data management, will collaborate closely in the project activities.
